CULT Foundation Board Profiles

Leta Spooren, Chair

As a theatre maker and director, Leta Spooren is a cultural thinker and advisor with extensive experience at the intersection of theatre, art, and social issues. Over the years, she has focused on develop ing and supervising theatre productions and cultural projects that seek connections between art and society. She is the founder of Dat!school, a non profit theatre and film school for young people. Strengthening content and meaning is central to her work: she knows how to deepen ideas, connect them with current issues. With her analytical perspective and understanding of context, she is able to strengthen education and projects content and position them strategically. She has wide experience with collaborations between artists, institutions, and governments, emphasizing the importance of exchange and collaboration.

Within the CULT Foundation, she contributes to the development of the vision, the substantive anchoring of projects, and the search for partnerships that increase their impact.

Johan Lammerink, Vice Chair

Johan Lammerink is an artist and structural engineer, with a practice at the intersection of art, architecture, and public space. He studied civil engineering and attended the Gerrit Rietveld Art Academy in Amsterdam. Since the 1990s, he has been creating art projects and installations that combine urban space, nature, and cultural experience. His work moves between experiment and construction and continually seeks new ways to visualize the relationship between people and their environment. In addition to his artistic practice, he has worked as Design Director at Tom Postma Design, an international design and architecture studio on major art fairs in Hong Kong, Basel, Paris, Miami and Mexico City, and on projects for the Venice Biennale. 

At the CULT Foundation, he brings this combination of artistic vision and technical expertise to develop and supervise large-scale cultural projects.

Erik Hehenkamp, Treasurer

Erik Hehenkamp is an architect and designer with extensive experience in art and cultural projects at the intersection of architecture, visual arts, and public space. He has worked on a variety of installations, exhibitions, and spatial concepts that combine design and social significance. In addition to his work as a designer, he develops cultural initiatives that connect European identity, heritage, and contemporary art. The past decade he supervised master’s students at Delft University of Technology, Faculty Architecture and the Built Environment. His projects are characterized by scale, visibility, and a commitment to public engagement.

At CULT Foundation, he lays the foundation for new collaborations, fosters vision and support, and is committed to making art and culture accessible and meaningful in public spaces.

Weijke Koopmans, Secretary

Weijke Koopmans is a dancer and choreographer, specializing in improvised dance and collaborations with musicians, visual artists, and filmmakers. Her work focuses on exploring movement impulses and creating performances that merge dance, sound, and image. She studied clinical psychology at Utrecht University and has completed additional training in dance and improvisation. She is the producer of international masterclasses in Amsterdam, where performers in the moving arts come together to deepen their knowledge. Weijke taught and performed all over Europe, in theaters and in the public space, including choreography for horses and cars, believing in the alchemy of movement, people, music, street furniture, sound, light, costumes, text, stillness and chance. This background gives her work a unique combination of artistic and body-oriented approaches. 

At CULT Foundation, she contributes to projects in which movement, space, and audience intersect, and brings experience in developing site-specific performances and multidisciplinary collaborations.

Objective of the Foundation

  1. The Cult Foundation aims to

-initiate and develop arts and culture projects in public spaces and make them accessible to a wide audience;

-promote international cultural cooperation;

-strengthen and raise the profile of cultural identities in Europe, emphasizing the diversity and interconnectedness of cultures and art forms;

-support smaller cultural initiatives that align with this objective.

The foundation is not intended to make a profit.

  1. Resources to achieve this objective

The foundation seeks to achieve its objective by, among other things:

-organizing cultural events, activities, and meetings;

-providing information about the foundation’s activities through various media;

-collaborating with relevant organizations, institutions, and government bodies;

-offering advice and guidance to cultural initiatives;

-fundraising, subsidies, sponsorship, and donations to support projects.

  1. Activities

For the period 2025–2027, the foundation plans the following activities:

2026: Implementation of the “Voices” project in Brussels, to mark the 25th anniversary of the European Day of Languages ​​(26 September 2026). This project involves 720 flags, each symbolizing a seat of the European Parliament and a cultural/linguistic identity. For six weeks, poetry, music, dance, and theatre will be integrated into the project.

2027 and beyond: Development of similar large-scale and small-scale cultural interventions in public spaces in European cities, focusing on multilingualism, cultural diversity, and inclusivity.

  1. Assets and Income

The foundation’s assets consist of:

-Income from its own activities (admission fees, sales of publications, etc.);

-Subsidies, funds, and crowdfunding;

-Donations, sponsorships, and gifts;

-Donations, inheritances, and legacies (accepted only subject to inventory);

-Revenue from assets.

The foundation does not retain more assets than are reasonably necessary for the continuity of its planned activities.

  1. Board and Remuneration Policy

The foundation’s board consists of three members:

The board has joint authority.

Remuneration Policy:
Board members do not receive remuneration for their work. Only expenses incurred can be reimbursed, as well as a non-excessive attendance fee. This is fully in accordance with the ANBI conditions.

  1. Management and Expenditure of Assets

-The board decides jointly on the allocation of resources.

-Expenditures are made solely to achieve the objectives.

-An annual budget is established and annual accounts are prepared.

-Any positive balance is used entirely for future projects and cultural initiatives that align with the foundation’s purpose.

  1. Publication Obligation

The foundation complies with its publication obligation by publishing the following information annually on its website:

-name, RSIN (Dutch National Insurance Number), and contact details;

-objectives and policy plan;

-board composition;

-remuneration policy;

-annual financial statements (statement of income and expenditure);

-a current activity report.

  1. Vision for the Future

The Cult Foundation aims to develop a European network of cultural interventions, making art and culture visible, accessible, and inclusive in public spaces. The foundation aims to act as a catalyst for collaboration between artists, cultural institutions, and governments, and to contribute to a strong, diverse, and connected cultural Europe.

1. Doelstelling van de stichting

Stichting Cult Foundation heeft als doel:

  • het initiëren en ontwikkelen van kunst- en cultuurprojecten in openbare ruimtes en deze toegankelijk maken voor een breed publiek;
  • het bevorderen van internationale culturele samenwerking;
  • het versterken en zichtbaar maken van culturele identiteiten in Europa, met nadruk op de verscheidenheid en onderlinge verbondenheid van culturen en kunstvormen;
  • het ondersteunen van kleinere culturele initiatieven die aansluiten bij deze doelstelling.

De stichting beoogt niet het maken van winst.

2. Middelen om dit doel te bereiken

De stichting tracht haar doel te bereiken door onder meer:

  • het organiseren van culturele evenementen, activiteiten en bijeenkomsten;
  • het bieden van informatie over de activiteiten van de stichting via diverse mediavormen;
  • samenwerking met relevante organisaties, instellingen en overheden;
  • het bieden van advies en begeleiding aan culturele initiatieven;
  • fondsenwerving, subsidies, sponsoring en donaties ter ondersteuning van projecten.

3. Activiteiten

Voor de periode 2025–2027 voorziet de stichting in de volgende activiteiten:

  • 2026: realisatie van het project “Voices” in Brussel, ter gelegenheid van het 25-jarig bestaan van de Europese Dag van de Talen (26 september 2026). Dit project omvat 720 vlaggen, ieder symbool voor een zetel van het Europees Parlement en een culturele/taalkundige identiteit. Gedurende zes weken worden poëzie, muziek, dans en theater geïntegreerd in het project.
  • 2027 en verder: ontwikkeling van soortgelijke grootschalige en kleinschalige culturele interventies in openbare ruimten in Europese steden, gericht op meertaligheid, culturele diversiteit en inclusiviteit.

4. Vermogen en inkomsten

Het vermogen van de stichting bestaat uit:

  • baten uit eigen activiteiten (toegangsbijdragen, verkoop publicaties, etc.);
  • subsidies, fondsen en crowdfunding;
  • donaties, sponsoring en giften;
  • schenkingen, erfstellingen en legaten (alleen aanvaard onder voorrecht van boedelbeschrijving);
  • revenuen van vermogen.

De stichting houdt niet meer vermogen aan dan redelijkerwijs nodig is voor de continuïteit van de voorziene werkzaamheden.

5. Bestuur en beloningsbeleid

Het bestuur van de stichting bestaat uit drie personen:

  • Voorzitter: Leta Spooren
  • Secretaris: Weyke Koopmans
  • Penningmeester: Erik Hehenkamp

Het bestuur is gezamenlijk bevoegd.

Beloningsbeleid:
Bestuurders ontvangen geen beloning voor hun werkzaamheden. Uitsluitend gemaakte onkosten kunnen worden vergoed, evenals eventueel een niet-bovenmatige vacatievergoeding. Dit is geheel conform de ANBI-voorwaarden.

6. Beheer en besteding van het vermogen

  • Het bestuur beslist gezamenlijk over de besteding van middelen.
  • Uitgaven worden uitsluitend gedaan ter realisatie van de doelstellingen.
  • Jaarlijks wordt een begroting vastgesteld en een jaarrekening opgemaakt.
  • Een eventueel positief saldo wordt geheel ingezet voor toekomstige projecten en culturele initiatieven die aansluiten bij het doel van de stichting.

7. Publicatieplicht

De stichting voldoet aan de publicatieplicht door jaarlijks op haar website de volgende gegevens te publiceren:

  • naam, RSIN en contactgegevens;
  • doelstelling en beleidsplan;
  • bestuurssamenstelling;
  • beloningsbeleid;
  • jaarrekening (staat van baten en lasten);
  • een actueel verslag van de activiteiten.

8. Toekomstvisie

Cult Foundation streeft ernaar een Europees netwerk van culturele interventies te ontwikkelen, waarin kunst en cultuur zichtbaar, toegankelijk en inclusief worden gemaakt in de openbare ruimte. De stichting wil fungeren als katalysator voor samenwerking tussen kunstenaars, culturele instellingen en overheden, en bijdragen aan een sterk, divers en verbonden cultureel Europa.
